Town planning - Planning permission (ADS)

Declaration of intent to sell (or DIA) or Right of Urban Preemption (DPU)

If you wish to sell your property, it will be located in a simple pre-emption zone defined by the local council, so your first priority is to propose the sale to the local council. This is known as the right of pre-emption
These zones allow the local council to carry out urban development projects of general interest. You are therefore not free to sell your property to the person of your choice. Properties that may be pre-empted by the local council include detached houses, buildings and land.
