Revision of the Creil Basin and Bréthoise Valleys SCoT (Territorial Cohesion Scheme)
A public inquiry into the proposed revision of the Territorial Coherence Scheme (SCoT) for the Creil Basin and Bréthoise Valleys will take place from Friday 28 November 2025 at 9am to Monday 5 January 2026 at 12 noon.
This scheme covers two areas: the Liancourtois Vallée Dorée Community of Municipalities (CCLVD) and the Creil Sud Oise Urban Community (ACSO), comprising a total of 21 municipalities and nearly 112,000 inhabitants.
The SCoT is an urban planning document that sets out a 20-year framework for all public policies at the level of a catchment area (housing, mobility, economic development, ecological transition, etc.) and coordinates them in order to meet the immediate and future needs of the population, while preserving the region's resources (natural, agricultural and forest areas, heritage, water, etc.)..
It incorporates the regulatory elements of national and regional public policies.
It is binding on inter-municipal and municipal local urban development plans (PLUi/PLU), which implement this strategy in greater detail within each municipality. The SCoT thus proposes a long-term strategy at the level of the catchment area, and the PLUi/PLU makes it operational and concrete in each municipality.
Under review since 2017, the draft SCoT (Territorial Cohesion Scheme) for the Creil Basin and Bréthoise Valleys was unanimously approved in July 2025. Following a period of consultation with partners, it is now up to the public to have their say on this project.
